Pitcher Grade Question

I’m about to play with the 1930 Philadelphia A’s for the first time and I noticed George Earnshaw has an A rating despite having a 4.44 ERA that season. I get it that grades may be adjusted depending what the median ERA might have been that year but Bill Shores and Rube Walberg have C grades with ERAs of 4.19 and 4.69 respectively. Is the number of innings pitched also a factor for pitcher grades? Earnshaw logged 296 innings while Shores had 159 and Walberg had 205 1/3.
