Are there any rain outs built into APBA GO?

Rainouts only happen with runners at 1st and 3rd with a roll result of a 23. Only shortstops and pitchers normally have 23s anywhere on their cards so the situation does not happen often.

It is odd that after I read about rainouts that in my second round of games I had a rainout.
