Dice Roll 15 Card with 15 - Should this be a Steal?

I have built some custom teams and in my first game I had the leadoff hitter roll a 15 and he had a 11 on his card but only got a single and no stolen base. Is the feature built into the APBA Go software to award the player a stolen base and advance him to second base if the card has an 11 on the roll?
