With a runner on first base (and second base unoccupied), you can always call for a Hit & Run play.
A roll of 13 or 14 will generally result in either a stolen base or a caught stealing.

@bbourgoin you can’t. Stolen bases are a result of a play result (usually involving a runner with an11 or 10 depending on the situation).
