League starting in late June early July

In 1994 we were laden with the travesty of a canceled World Series. There were many seasons on track at the time of the cancellation that could have been historic.
I would like to invite others to help complete that season
Teams had approximately 42-50 games left so we would complete that season schedule, playoffs, and World Series.
There were 14 of 28 teams within striking distance of a playoff spot.
Perfect world would have 28 managers that were willing to jump in and play. My anticipation would be about 12 to 14 would jump in. So my thoughts would be to let managers draft one team and have a second…less desired team assigned. Or if we had enough managers, give some sort of handicap to help along the guys that don’t have enough firepower to compete. (That thought is still in process)
I would not limit by j value, instead everyone can play. But they will be limited to roughly 40 % of their plate appearances or innings pitched (each team is different, and I calculated each by number of remaining games). Managers will have options but will have to be careful as there will be stiff penalties for over playing.

Pitching:
- Starters, that only started, will be limited to a percentage of starts used in the original season. (information coming from Baseball Reference) I will send a spread sheet of all rosters to all managers so that we are all in the know as to who has what available. Starters can go as many innings in a game as the manager wants, though, I am asking for realism as much as possible. The stat page for pitching will look like:

Or for Maddux: 2548/114=10.52631579 and I rounded up for everyone if they had a partial start. So 11.- Once a starter is out of starts he is done for the regular season.
- Managers can use not less than a 4 man rotation for the season. There are days off in the schedule as we will continue the remaining schedule so plan accordingly.
On a more complicated not starters that pitched in relief. These can be used as starters or relievers. They will have a limit on starts and innings. Once the innings limit is reached, they cannot be used as relievers. They can still start….if they have starts left. Any innings used as a starter will be taken from the relief roll until gone ( if that makes sense…if not, ask me).
Their stat line will look like:

Same formula for starts and innings used. If manager uses mercker as a starter and he pitches 48 inn he cant be used as a reliever until the playoffs. Otherwise, he can be used as a reliever until hes needed as a starter or until his innings are gone then used as a reliever.
RELiEVERS:
Are limited by innings only. Can be used any time until they are gone, then they sit, until the playoffs.
A relievers stat line will be:

This was a tough year for closers BTW. Mcmichael qualifies for 25 inn based on the above formula. Use him any time until they are gone. He is listed as the closer and I would love it if he were used that way but you are the manager and I wont squawk too loud lol.
Position Players
Anyone can be used anytime during the game, If they are on your roster you can play them. Players will only be limited to the number of plate appearances they achieved earlier in the season.
A position players stat line will look like :

Formula = 303*48/114=127.57 and rounded up for everyone. Some teams made trades and I adjusted them to make sure there were plenty of pa’s and inn/starts to go around. Any questions disputes or anticipated needs let me know.
Note: Let me know of any mathematical errors…. I will definitely fix.
Scheduling:
Teams will play the remaining schedule for the 1994 season beginning on Aug 12 as the strike began at midnight that morning.
I will send out the schedule to all the managers…. games can be played at own pace but must be played in order…because….

J4 players can play anytime but once their plate appearances or innings/starts are gone…. they are not available.

Injuries need to be noted and the players will miss the entire term that the game requires. If the game says player is out 7 games…he will miss 7 games.

A day off in the schedule can be used as a spot in the rotation to skip a start or add a day of rest depending on the strategery…lol

Rainouts are to be handled with MLB rules. If the game is official report as normal. If the game is not official…… I will decide a date on the schedule to add the game to a day off or to make a double header.
Standings and league leaders will be reported on an at least weekly basis. As will any record chase (Season home run, season strike out for pitcher and Gwynn batting .400 were all in play.)
Prizes:
APBA GO is putting up 20000 points for World series champ.
- I will contribute $3 store credit (enough to buy a team) to any major season record broken.
- The team that starts with a losing record and has the greatest percentage gain in wins will receive a $3 store credit
Gameplay
No manual dice roll
DH used for American league teams only
Follow the schedule in order (any manager that delays play without discussing with me, will have games played by me to catch up. Nobody wants that because I can not hit to save my life)
Any roster player is eligible to play only limited by the appearances listed on the roster sheet I sent out.
Any player used over the allotted amount of PA s or Inn/starts will force a forfeit loss and will make the manager ineligible for prizes.
Game box scores will be emailed to Andrew.luckhaupt@outlook.com. I will compile official stats, standings, league leaders in stat categories and post those and a record watch for all to enjoy.The goal is realism, in 1994 bullpens were not used as widely as today…use your innings wisely.
Injury duration will be dictated by APBA Go, If a player is to miss 7 games…he will miss 7 games. J0 players will only be injured for the duration of the game.
Players must only play the positions listed on their card….until or unless there are no other players at that position available.
The decision of the commissioner (me) is final but will be discussed fairly prior to making said decisions.
Play to have fun. I am really hoping some will step out of their comfort zone and choose some of the more challenging teams to manage because of a lack of talent.
I am considering a Handicap based system to seed an accompanying tournament that will include all teams. Which will include prize money to the winner.
Please let me know your thoughts. This seems complicated but could be fun if done well.
Additional Handicap League and tournament
Everyone entered will also be handicapped and placed in a double elimination 5 game series end of year tournament.
Just play the league games as normal….no additional games or time needed.
I will track the following and post weekly
- Records will be flip flopped to start (e.g. the 70-43 Expos will now have a 43-70 record. The standings will be separate from the traditional league standings.
- Every 3 innings a “D” pitcher pitches, the team will be granted an extra (1) run for the game.
- Every 6 innings a “C” pitcher pitches, the team will be granted an extra (1) run for the game.
- Every 6 innings a “B” pitcher pitches, the team will have 1 run subtracted.
- Every 3 innings an “A or above” pitcher pitches, the team will have 1 run subtracted.
- These adjustments to the games will not affect the traditional outcome nor the traditional standings. These adjustments apply to the Handicap standings only.
- Optional pitching rule advancements and reductions will not be considered for these calculations. (too much to keep track of)
- Any manager that makes the traditional playoffs can opt out of the Handicap tournament.
