Master Game pitcher fatigue

Is the fatigue number supposed to go up and down in an inning based on previous batter’s outcome?
Gullickson (BF 30 rating) pitched to 33 Batters, gave up 6 runs, in 8 innings, but his grade number and Q rating never went below the starting number and rating.
Bassit (26 BF rating) pitched to 37 Batters, gave up 4 runs in 9 innings, but again his grade number and Q rating never went below the starting number although his grade number did go up and down throughout the game.
I am really enjoying the Master Game!!!
